Parliament passes 7th Carbon Budget

Parliament agreed the level for the Seventh Carbon Budget, setting a legally binding target of 87 per cent emissions reduction in the period 2038-42, in line with the Climate Change Committee’s advice.

Nigel Topping, chair of the CCC said: “I warmly welcome Parliament’s decision to pass the Seventh Carbon Budget into law. It’s a decisive moment that provides the long-term certainty that businesses, investors, and communities need to accelerate the transition away from fossil fuels. By setting an ambitious but achievable target for emissions reduction, this legislation will help unlock innovation, drive clean investment, and strengthen the UK’s competitiveness in a low-carbon world.

“The priority now is delivery. As we set out today in our latest progress in reducing emissions report, accelerating electrification across the economy is critical. The government must turn this commitment into action at pace so we can realise the economic, environmental, and societal benefits available to us all.”

The vote was passed by over 300 votes to under 100, and following the passage of the budget, the Government will draft a delivery plan detailing the specific sector policies, technology rollouts, and infrastructure investments required to meet the limits on the path to net-zero.
